Responsibility to Needy Neighbor

I was driving the expressway into Chicago early one Sunday morning when I noticed off in the ditch a headlight. As I went by, I looked closer and barely saw an empty car with the driver's door wide open. Should I stop?

I immediately remembered a story I had seen in the news a few months before of an older woman whose car had gone off the highway in Florida. She was trapped in her car for three days and nearly died.
